It seems to me that the state and local governments can lean on these scrap iron dealers not to buy crap from every joe that walks into their business with a load of metal. These clown are stripping houses of guttering, pipes, aluminum siding, and other materials, which renders the house pretty much worthless on the market.

EAST ST. LOUIS -- First it was copper that was the metal of choice for opportunistic East St. Louis thieves. Now they are targeting manhole covers.
City Manager Robert Betts says the manhole covers are being stolen and sold as scrap to iron dealers.
Betts says he is aware of the danger the missing manhole covers cause, but he said they are costly to replace. He says in many instances, as soon as they're replaced they are stolen.
Betts says police are cracking down on the dealers who buy scrap metal in East St. Louis. However, thieves are taking stolen metal to Missouri and other locations to sell.
Because of safety concerns, he said, the city is looking into the possibility of welding or locking the manhole covers in place.
