It is sad what some people can get away with.
Ian Huntley was identified as a serial rapist in a police intelligence report written three years before he murdered the Soham schoolgirls Holly Wells and Jessica Chapman, an inquiry was told yesterday.
A police constable who investigated Huntley for rape in July 1999 was so alarmed at his history of suspected sexual offences that he alerted intelligence staff.
"It is quite clear that Huntley is a serial sex attacker and is at liberty to continue his activities," wrote Pc Mick Harding.
Although Huntley had been attracting police attention since 1995, Mr Harding was the first and only officer in the Humberside force to link the cases.
He faxed copies of his handwritten report - listing four rape allegations and one of indecent assault - to intelligence bureaux in his own force and neighbouring Lincolnshire.
The information was logged on Humberside's criminal intelligence computer but 12 months later - after the job of "weeding" the system was passed to civilian staff - it was deleted.
The document was made public on the first day of the Bichard inquiry, which is examining the failures in vetting that allowed Huntley to become a school caretaker in Soham, Cambs.
James Eadie, the inquiry's counsel, said the clerical worker who removed the record has since died.
A paper copy of Mr Harding's report was placed in the archives and discovered recently. The officer will be an inquiry witness next week.
The force has told the inquiry that Cambridgeshire police, which was asked to vet Huntley for the school job in 2001, did not request a background check on him.
Huntley, 30, was jailed for life in December last year for the murders of the two 10-year-old girls in August 2002.
Maxine Carr, 27, his former fiancee, was convicted of conspiring to pervert the course of justice. She will be released in May after deciding yesterday not to challenge the ruling that she cannot be released early with an electronic tag.
