    Let's say you're the publisher of The New York Times. Your paper has been getting ripped for Judy Miller's coverage of the pre-war story. What better day than today to come clean, knowing the the Scooter Libby story will blow everything else out of the water.

    I think this is right -- on the day the Challenger blew up, Teddy Kennedy announced his divorce. The first rule of public relations -- announce bad news on a big news day.

    NEW YORK - New York Times Publisher Arthur Sulzberger Jr. said Friday the newspaper was far too slow in correcting its reports indicating Saddam Hussein had weapons of mass destruction, but that the blame did not lie entirely with Judith Miller.

    In a keynote address to the Online News Association, Sulzberger said the failure not to quickly correct the reports rested also with the Times' many editors.

    "It was an institutional failure. We didn't own up to it quickly enough," he said.
