I'll blame Selig since the umpires have been under MLB's umbrella since 2000.

bernie's column this morning details this ump's career. it sounds to me like there is no way this guy should even be umping in the major leagues let alone the second most important series of the season. one would think the best 12 umps would be umping the pennant series for the two leagues, and then the best 6 of those for the world series. based on bernie's story, there is no way that is the case.
what is the procedure for picking the umps? it must be by lottery or they rotate year to year. either way, not the way to make sure that the best baseball is seen by the world and the true champions are crowned.Roy Mueller

you're full of shit. The umpires themselves voted out Phillips after his power play. MLB was not involved.

Yes, I know they voted Phillips out. After it was clear that MLB ate their lunch. This umps 'union' is a shell of its former self, though the umps themselves are more willing to assert themselves without a disciplinarian like Alderson to kick them in the nutsack when they get out of line.
