What will the Feds do for Houston?

I was just thinking out loud about the huge influx of storm victims to Houston. And, since it looks like most will never return home, I hope the Feds have some sort of relief plan to help out that city.

Just think about it, thousands, maybe a hundred thousand folks moving into a metropolitan area, with no jobs, housing, and schools for their kids. Folks, that's going to strain the economy of any big city.
