I know someone here suggested this and an "expert" suggested it, but I think it'd be a cool idea.
One of the biggest issues with New Orleans is the fact that the way the river has been controlled is killing them slowly. The floods from the Mississippi are nature's way of ensuring the land is continually rebuilt. Since the rivers have been moved and controlled this no longer happens.
The effect of this is that there is no new land areas being add to Louisiana. Additionally, this means the city of New Orleans continues to sink.
What would be wrong with making New Orleans into an American venice? Let the river run so to speak and make it a city with canals, etc.
