Probably.
I think it would be true of most places. New Orleans presents many unique logistic problems that wouldn't have to be dealt with in other cities.
Having said that, the pooch has been gang fucked on this one. Absolutely shameful.But wait. There is something that can be done afterall. My good friend Angelo is a cop in the Tampa/Clearwater area. Since I kept all of the files from the access logs when I had the power to see them, guess what, I have everyone's IP addresses. Hmm..what can I do w/ those??

I think a big part of the issue is just getting to NO, with all the roads and bridges out. It seems all the main highways into the area were wiped out. There might be secondary roads, and if the buses are getting through there are obviously routes into/out of the city, but perhaps not nearly the capacity they need.
Also, with no electricity, communication has *got* to be a bitch.
At least with a land-locked city like Houston, some of these problems wouldn't be as big, which would have helped immensely.
