If you catch someone in the process of stealing your car, or breaking into your house, can you fire at them, and still be legal?

Is this a 'before or after' the effect question?

I'm not an attorney, but my understanding is you can only use deadly force if it is being used on you, or you have reasonable belief that it will be. So if you shoot someone running out of your house in the back, it's best to drag them back in the house before the cops get there.
Asked what he would do differently in Iraq, Kerry said, "Right now, what I would do differently is, I mean, look, I'm not the president, and I didn't create this mess so I don't want to acknowledge a mistake that I haven't made."

Most cities also have an ordinance banning the discharge of a firearm within city limits. Assuming this "scenario" is within city limits.
